04 cold no start no smoke

I'm asking for a friend who's broke down at work. All I know is that it's an 04 Dmax cranks over great but doesn't start. No smoke cranking won't hit a lick. He's had this issue for a bit with it doing the no start thing. One morning at 20* it won't hit a lick. Next morning at 15* and it starts right up. Fuel filter changed at every oil change. He's up in Ohio and called me on the phone for help. Truck runs great when it's running or it just doesn't run at all. Help please.

He has NO code scanner and knows zilch about the internet so PLEASE give me the short and sweet. Thanks in Advance.

He is really going to have to get it on a scanner to tell what is going on, but a guess is a sticking FCA not allowing it to make rail pressure.
