2nd Gen Dually fenders

Can anyone tell me if there is suppose to be a thin strip of sticky backed foam between the dually fender and the sheet metal of the box. One bed we tore apart had it one didnt. It seem like a good thought but difficult to make the fender fit correctly.

The box off my '98 doesn't have anything between the metal and fender.

thanks, I really couldnt see the need but wanted to put it back together the way the factory did after I get it back from the paint shop

all the ones ive taken off and replaced with new ones had the double sided adhesive tape. its just there to keep the rattling doown to a minimum is what chrysler said when i called them
