What year did 20" wheels become an option?

Friends father in law wants to clone a Harley SD. He is thinking the 04 HD's should have 20" wheels. I'm thinking they should be 18's and 20's were available on the 05+ trucks.
Which is it...18's or 20's?

I have the 20s on my 06 KR.from what i read it was an option.
I seen some on ebay.2 sets..1 set were just wheels for 1500. the other was wheels and tires for 2500.
