CAT 3126 running cold

Its in a '04 GMC C7500, Replaced thermostats, flushed heater core, cardboard in front of the radiator, even clamped off a radiator hose and the external block temp will still barely get up to 120-130. It had the typical GM cluster problems with the gauges, none of them worked right. after getting that fixed the temp gauge is still acting crazy, at idle it will peg out and if you give it some throttle it comes back over but the actual temp still never gets hot. a chemical test of the coolant system showed no signs of a blown head gasket...

Any ideas?
