48RE Trans Tune TCC Lock/UnLock Question

In Lavon's YouTube video where he talks about how to adjust the Anteater Pro tunes, he shows us his 3 tunes 1) Daily/Race, 2) Sled Pull, 3) Drag.

In the Daily tune and Drag tune (1 & 3) he has the torque converter mph lockup at a lower speed then the unlock mph...did I read this right and if so, why is it this way and not flipped the other way...meaning unlock is lower than lockup?
