OBD port problem

Everything I have tried to plug in doesn't respond. Im putting previous trucks to stock, making sure the programmer isnt vin locked then plugging it into mine and no luck. Both smarty s06's ive tried didnt work, one said invalid vin, the ppe xcelerator doesn't do anything after I turn the key to the on position. As far as I know theres never been a programmer used on the truck. Would re flashing the truck help this or what else do I need to do?
