47re converter question?

I'm sure its been asked a million times but my phone won't let me use the search function. Fresh rebuild on a 47re behind a 98 12v. The converter is acting like stock. It only locks up in od at wide open around 50 to 60mph and makes it rev to 2500 to 2700 and have to run the crap out of it before it finally locks. Is this normal or something i or the trans shop can fix? And the lock up switch only does any when the converter finally locks, is that normal?
