Need to make this

I need to make some of these and i'm trying to find a bit that can make that. Any suggestions? the wood store wanted me to buy a lathe.

Multi profile router bit from woodbit.com. Not sure how large the diameter is though.

The one I have is 3.75" wide 1/2" deep. my buddy suggested I make my own spade type bit out of some plate.

My dad made all the trim in his house. I think what he used is called a rosette cutter.

Edit: These aren't priced too bad. Not sure if they're quality cutters.
