2003 speedo jumps around and more

I have a 2003 which the speedo jumps around, not constant and it seems to run well when you first start out then after a few miles seems to cut power.
When it seems to cut power, I can adjust my tst up and it will pick up some but not like it should... It did the same thing with the smarty pod, i would pulled the smarty back to 10% and it was like it was a 70hp truck.

Any ideas?

cleaned all of the grounds and the speedo seems to be constant and it hasn't died yet but it still runs goods then a few more pulls later like its restrictive

Do you guys think it could be throttle position sensor?

Is the fuel tank full of fuel? Mine runs out at 1/8th but that's my fault since I'm a failure at life and mismeasured the pickup line
