question for international 4300 technicians

a buddy of mine has a 2002 international 4300 truck with a dt466 in it. the problem he is having is intermittent but becoming more frequent. while driving down the road, the front brakes start locking up. eventually it will and you cant go anywhere. pull over. turn truck off for 30 or so minutes and the brake will release.

my question is what could be wrong? does the air system control the brakes any way? it has a hydrabooster on it. is the abs causing the problem? what could it be? what should i check and or do to help diagnose this? unfortunately he has had some serious bad luck lately so i am hoping to save him any money if possible. thanks in advance for any help you can give. im in austin and so is he if you some pro bono work.
