ford factory trailer brakes

Is there any way to get the factory electric trailer brake controller to come on quicker? Unloaded it goes up three or four lights. When loaded heavy I can't seem to get it above two lights without manually working it. This seems to put to much load on the truck brakes. I've got it set at max setting.

I think some of those first models had some issues. Might want to search the Ford forums and see if there was a re-flash or if they just abandoned them and went with aftermarket.
