How to make exhaust brake stronger

I have a 2012 6.7l Cummins with a v2 and want to know how to make the exhaust brake stronger. How do I go about doing that

It is not enough for you in tow/haul mode?

Jesus, the 3rd gear lock-up in mine will almost throw me in the dash with a light trailer.
