Need help finding the owner of this truck or at least how the bumper was made. Or where he or she bought it

It’s just a piece of 6” pipe frenched into the bumper with mount for the light welded to the pipe and a pair of PIAA 520 lights installed.

This is what I'm starting with mines an 05. I made a harness for power seats in the rear and installed captains chairs also bought a 2011 full console for the front
