Burnt or bad valve? #6 exhaust lash super tight

I was checking the valve lash and all were good except for #6 so I reset all of the valves and worked my way back to #6 intake and exhaust. Intake was fine, but the exhaust is not...

When I loosened the adjuster the rocker slipped off of the push rod. I tried taking the bolt out of the rocker and pulling the pushrod out of its seat, but when the pushrod reseats the same thing happens. Can't get a 0.010 gauge in there so I'm not sure how tight it actually is. I definitely don't want to run it this way. What's next- pull the head?

So you turn the adjuster in till it seats then place the feeler gauge under the rocker on the bridge right? Then you tighten till gauge is hard to move slightly then tighten lock nut and check to tight loosen a hair. to loose tighten a hair till you know what it takes. Not sure why you are turning the adjuster all the way out. Also are you sure your on TDC for that position not 360 out?
