building a 2.5 turbo for street diesel class

The rules are still not out yet, but is limited to a 2.5 intake. This was to try and keep cost down and the Duramax has a 2.5" turbo and allows the other brands to equal the Duramax turbo. This turbo will be going on my 96 Dodge 12 valve. Do I start with a 2.6 turbo and get it bushed down? I have heard to use an S400 or a GT42 and use tight housings on them. Any ideas?
 
i ran a industrial injection 62mm turbo on my 98 12v when they had the 2.5 here in ohio and had no problem putting 30ft on the rest of the field, no that we have any good running dmaxes here in ohio :D
