2011 3500 cranking issues

I have a 2011 3500 and I changed out the motor and now it will not start with the key. I can hold the key in the crank position and it turns over five times and stops for a couple of seconds then spins five more times. It does that as long as you hold the key in the crank position. It will start and run if you jump the starter and it runs good. Any one have an idea what is causing this problem?
