throttle delay, then is super touchy

I got a 1996 180hp truck, converted to manual with extra throttle return spring, 3k gov springs, 185k miles. Ran good until recent cooler weather. The truck has a delay in throttle response then kicks in way to much. Truck is almost impossible to drive smooth from a dead stop, not as bad once rolling. Comparing to my other trucks,(hand actuating throttle on the pump) its feels internal to the injection pump. The truck has always had issues with throttle running off when high idling since 3k gov spring many miles ago. Is my pump needing a rebuild?
