No start/ no run

Bought a 94 12 valve auto as my winter beater. The guy I bought it from has no clue what happened. He thought the timing slipped so he tried adjusting the timing. It turns over it doesn't fire. You give it a small shot of ether it will run then die. Injection pump is bone stock all of the tamper proofing is still intact. First thing I did was check the timing it was set at 4.0mm so I adjusted it to 6.3mm = 15.5* now you give it a small shot of ether it will run for about 10 seconds and its slowly dieing out. Today I'm am going to install a fuel pressure gauge just to verify that it's good. Here's what else I've checked/done

Doesn't seem like any serious blow by
Fuel is at the injectors
Swapped out with good stock injectors
New fuel filter
New ofv
FSS Zip tied up
Runs on ether
Swapped out lift pumps
When running on ether seems like it kind of runs on its own and slowly dies out,
Cloud of white smoke smells like unburnt fuel

I'm lost what else could it be?

Sound like it has compression ? Check compression? That and making sure it's getting good fuel.

Take a rag and air gun to the tank while having someone crank with only the #1 injector line open. If there's any leaks from the tank forwars you'll find them and it will help bleed air.

Sounds like air in the system and with the age of the truck I would check all the lines, including the one from the p-pump return.

So I pressurized the fuel tank and had someone turn it over with injector #1 open. It kind of stumbled. Then after a few more times and wouldn't even try to start. Tomorrow I'm going to hook in the feed line of the lift pump and run a 5 gallon bucket of fuel do it. If that doesn't work I will do a compression test. What should the compression be in psi? If both compression checks out and it's getting direct fuel what else could it be?

I know the timing is good. I pinned the cam gear. Marked the Dampner rolled the motor counter clock wise found the lowest point on the indicator. Set it at 0. Then brought it to the line on the Dampner. And it was at 4.0mm I then adjusted it to 6.3 triple checked it. 6.3

Didn't see any leaks. Around 60-80 psi to the tank.

Mike- I owe you some beers. Let me know when you are coming to NY to visit. I'll hook you up with some maple syrup too.

95cummins5.9- not a new lift pump, but one that came off of my 98 before I put a fass system on it. I got to the point were I started throwing parts at it because I was aggervated.

Are you getting a good shot of fuel with that one injector line open while trying to start?

He said he zip tied it up.. I suppose if someone took the shutoff lever off the pump and lost the small woodruff key. Possible it isn't turning enough.

The truck and pump was a virgin, doubt the lever was ever removed. He is getting fuel at every injector, we just aren't sure if it's enough to pop them.

When he checks compression, what numbers should he see?

I missed the abbreviation. But was it zip tied with the solenoid still on the lever or was it removed and the lever tied up?
