Replaced governor pressure solenoid. Now clicking noise.

I have replaced both the governor pressure solenoid and the governor pressure sensor on my 98 12v. I have put in the 3 position switch so I have the jumper wire in where the relay should be. Anyway. As soon as I went to start the truck I could hear the governor solenoid clicking nonstop. Only way I could get it to stop was to pull the jumper wire. Anyway long story short, why is it clicking nonstop? My kid drove the truck to town. But he said there was no lockup or OD.
