Bad set of gov springs????

Installed a set of 4000 a while back, truck has had hardley any power but I didnt mind because I was in the breakin stage of a new engine. I finally got some miles on and decided to mess with the springs again. I had to set them at 6clicks to even get it to somewat run correct( low power throughout the rpm range, little fueling, 4300rpms, the rpms came down good. Now when I readjusted them I it wouldn't run worth a **** anywere but 1 click. Now the rpms come down slow, Its such a turd wot and then alll the sudden it will fuel harder than ever and hit 50 lbs of boost, let off the pedal to shift and turd again until you hit about 20 llb boost then it will shoot to 48 to 50 again?????Any suggestions would be helpful.215 pump,sdx5x10injs, htt 62/71/14new.hamilton big stick.
