Sorry for being awhile for a bit but got it figured out. Who ever built this engine definitely didn't tighten the pump gear nut down enough and the gear slipped. Was finally able to check timing and it was 180 degrees out of timing. I got it close as I could due to not having the pump pin and it was good enough for it to actually start. I ordered the pin and once it comes in I'll re time it. Thanks for the help and support. I'll continue posting pics of the progress of the build for those of you that are interested in it.
