help stuck rack? gsk? i dont know

I'd try loosening the governor springs in a run-away truck, not tightening them.

I seen this debate a couple times two, i always leave the springs on the loose side and it gets more rpms, from what I have seen the more clicks the lower the rpms, have you seen it the other way around, i think I am going to start a thread on this subject and see what other say also
