Fuel solenoid trouble

Been having FSS issues with my 97 12v 5 speed truck. pull circuit has power, relay good, bench tested the FSS and it works, i have power at fuse 9 in the cab but no power to the black and green wired on the fss plug, which is the hold circuit. you can turn the truck over starts then dies when you stop cranking.

its either an open wire between the relay and the solenoid, or the ignition switch is dropping power when you let the key off. is the fusable link good that feeds it from the battery?
