High oil pressure

I have a '96 engine in my Power Wagon conversion with 104,000 miles on it.

At cold idle I am between 75-80psi at the filter housing which seems incredibly high to me.

The cooler gaskets were replaced out of a Cummins gasket kit I bought from a member on here. I have one gasket left over, which is a paper/felt version of the metal/rubber gasket that goes between the block and cooler itself.

I have not got it up to operating temp as the high pressure worried me. Thoughts?

That's normal. In the dodge trucks the gauge reads around 40-50 when in reality if you check it with a mechanical or aftermarket electric gauge it's actually around the pressures your describing.

My pullers with stock oil pumps are around a 100psi cold at the filter housings. All the ones I've checked at the filter housing have always been higher then on the cam rail

Yep, normal. Putting a mechanical gauge on it will show you how the factory one is BS

My Junker Drag truck has a mechanical gauge at the oil filter housing, cold idle (1100 rpm) it's right at 100 psi, rev it up to 1500 and it tops out at 110 to 115 psi. After it warms up, it drops down to about 45 psi. With warm oil at full load on the dyno, it's in the 75 to 80 psi range.
