Engine Cooling Fan

I have a 2003 regular cab and I recently got my AC was working nicely. I recharged it and it would get nice and cold. However, the past two times I've turned it on the air is cool but not cold. It doesn't cool the cab down comfortably.

I have an Edge turner so I ran the DCT codes just to see if there was anything relating to the AC on the computer (no CEL has been on). I got a codes P0408 and P0403 relating to engine cooling fan.

First question, would this be related to my AC not working so efficently?

Second, I have a 16", 2350 RPM, 2500 CFM electric fan that I can't seem to sell. Can I mount this to my radiator and get the same cooling as the mechanical fan? Can I wire it in easily to the fan relay to let the ECM tell it to come on and off. To operate like the mechanical fan does? Do I want it to push or pull the air. Which direction do you want air flow. I would assume front to back.
