Going from 1998.5 (24V) to 1998 (12V) electrical ?

My duallie came with the 24V, its being replaced with a 12V.

what is needed on the electrical side/ wiring so the dash functions properly and anything else needed?

Adapt all your sensors into the 12v block and head and you'll need an external tone wheel on the balancer so you can reuse your original crank sensor

What about shut off solenoid for the pump?

The solenoid is simple. Use the 12V relay, tap into the brown starter wire to trip the relay, Lt Grn/Blk to keyed 12 volt, and Blk/Tan is ground.

How about this question: Can I use a engine bay harness and power distribution box and ecm from a 96 12V Auto- 2wd- in my 98.5 Auto-4wd?

No. You need the 98 specific 12v engine harness and pcm. The cluster will not work with the 96 stuff. Different bus systems and wiring to cluster etc.
