DDRP Too much pressure

I have a friend that bought a DDRP for his 99. It was installed by our not too competent high performance parts mover here in town.
My friend told me that the truck was hard too start ever since he got the truck back from the installer. I told to him to check his fuel pressure because his 20psi gauge was pegged all the time. Turns out he was getting about 35-38psi!! Where do I start with the DDRP? They guy who installed it told my friend that the injection pump is "Dirty" and he would give it a "Cleaning".
I cannot believe this guy is still in business!

Does the DDRP have a internal fuel pressure regulator to check (Similar to the FASS)?

We suggest that the pressure be taken at our pump before the injector pump. This will give us a clear pressure reading away from the injector pump.
