Insulation under your pad definitely doesn't let it get as cool. I also insulated under my outside pad and ran pex for a future snow melt system. I can say that in the summer the outside pad gets much warmer than typical, since the cooler dirt underneath doesn't transfer the heat away very fast due to the insulation.

Cool, so sounds like if you can put insulation say 4 feet deep, and in the R30+ range, you should be able to keep the pad around 50F year round, so a 70-80 degree water could be ran through the pad, and if the building is insulated well, you should be able to easily keep it at 60F or so inside year round.
