Trouble spooling turbo

I switched turbo's from a non wastegated 66/74 E.D. to a silver bullet and can't get the silver bullet to spool up all the way. I got rid of my boost gauge so I have no idea what psi it's stoping at but no matter how much I tune the bullet it doesn't seem to change. Its acting like its over fueled and bogging the engine down. the truck is a 96 auto 4x4 ported and polished head, studded, o-ringed 5x16 injectors full cuts and 3 piece manifold. any advice?

Might be a good idea to find a boost gauge again

well found out its got two leaks and also talked to one of the guys at relentless diesel and he said to tune it more with the afc arm because he said he had the same problem before its just way too much fuel down low

This. It's 2012...there are lots of better options that can make big power.
