Low power

I,m working on a 2003 that has problems, other than just being a 6.0. When it came to me the vanes in the turbo were stuck and the copressor outlet boot was busted. Wound up changing the turbo and the boot. The truck has very little power and will not rev up. In park the engine will free rev up to about 2k rpms then it will spit, sputter bellow white smoke then clear up and rev to 3500. The injector control pressure at idle is 650ish and 1800 when you rev it. the truck is bone stock and has 186k on the clock. Also the turbo barks alot on deceleration.
