48re fmvb fresh rebuild wont shift

snapped the input shaft while hauling a load one night. Couldnt contact my original builder for 3 weeks so decided to have it rebuilt by a local shop. its reinstalled now but only shifts into 1st. park and reverse work as well. Doesnt matter if you place the shifter into D,2, or 1, it only shifts to first. Ive read the could be the valve body but im not a transmission guy at all. Any thing else i can look at? thanks

The guy that Originally built it had it ziptied at a certain spot. Team fine before this last build. It’s still set at the same spot, but I have moved it and it changes nothing.

Back it off a 1/4" or maybe a little more. Best way to handle it is make up a adjustable turn buckle.

But back it off a little, and see if it shifts.
