timing is set with degree wheel. re cheked twice to be sure timing is right at 16*timing.. easier to start than it was at 21*

Ok. Sounds like timing may be off.
Are you certain the pump is in good condition? If the plungers are worn it will effectively retard the timing.

yep.. pump was working fine on the other truck before.. have install delivery valve and 4k gsk and install the pump on my truck

Similar happened to me when I switched from my old 160 pump to a lower mile 180 pump. My 160 pump would start up no problem down into the teens at 23* timing. No grid heater. Not plugged in. Installed the 180 pump at 23*, cold starts became way harder. I attributed it to my old pump being worn out and so even though timing was at at 23* BTDC, injection event acted more like 13* BTDC. And now that I had a fresher pump, it was actually injecting properly at 23*.. That was my theory at least... Runs better than ever once started.

still strange.. the pump worked fine on the when i remove it from the other engine..

When u swapped pumps did you leave the shut off solenoids and throttle linkage on pumps?

nop i stay with my shut off solenoid and throttle linkage.. since i swap the pump sometime the truck didnt stop with the key.. have to open the hood and shut put the lever down.. strange

Is the shutoff solenoid opening the whole way? Had a forklift with a Cummins that exhibited the same symptoms and the shutoff solenoid would not open the galley completely. Had a long/hard start when cold.

But if the fuel shutoff wasn’t even lifting enough to get out of the way when starting, how would it even have any power when driving?... 🤔

yep it looks like the solenoid opening the whole way.. have adjusted it and check if it was good multiple time to be sure..
and like Redrider2911 say.. if my solenoid is not opeling the whole way the truck will not have any power..

I would agree that a fuel restriction would cause a drive ability issue. Just something I seen on a forklift, just throwing it out there as something to check.
