what gives the 12v (or any mechanically injected diesel) that is really juiced, that lumpy idle, and that jumpy sound when sitting on the line and spooling up the turbo???

High timing plus low compression?

lightened govener and sometimes the bumper spring not adjusted. Also if the supply pressure is to high it can make the rack drag and the govener jump
