bro in law just got a new 5500 cab and chassis for a rack truck and it is gutless and only getting 7 MPH. Is this normal when new?

My bro in law just got a 09 van with a 6.0. does any one know if there is a 50 to 100 hp tuner for this that won't leave a trace in the computer.He does not want to spend alot of money, just wants to wake up the engine a bit since ford defuels the van engine 50 hp.
