06 jetta TDI problems

Got a buddy who has a 06 jetta TDI. It's stock other then straight pipe. He's convinced that something is either wrong with the cam or turbo. First he complains that it sounds just like a Subaru wrx....which it does. Second is the car is a slug until 1500 rpms . the power seems to be from 1500-2000. A local German automotive repair shop said his vanes in the turbo were all sooted up and needed to be cleaned. After the cleaning it ran great for about 100 miles..then back to the same. Seems like the vanes are stuck open. Any suggestions? Cleaning didn't seem to help.

06's are known to eat cams. Completely guessing; a cam issue may be exacerbating the vanes getting sooted up?
 
Likely that the stop screw is out of adjustment, its very common with BRM turbos. I think the vane rings in these wear or something causing the vanes to close too much under 2000rpm. FWIW, they are a slug under 1500rpm, but not unbearable. Try turning the stop screw in about 1/2 turn, be careful not to turn it out at all.

Also, pop the valve cover off and take a look at the cam.

I just picked up one of these yesterday, I'm going to pull the valve cover later today.
 
Sounds good. Will remove the valve cover and take a look
 
Hell it aint mine....if my friend is dumb enough to park it in my shop ill start tearing into it.
