12 valve rebuild specs and help

I have a 1994 12 valve I bought for a couple hundred bucks with everything except turbo and injector pump and I'm looking to rebuild. The cylinders have some rust but no putting as far as I can see. Plan was to use a cylinder brush to clean it up and I have a really good hone that I bought with every grit of stone up to 500 grit that I will use after. What are the specs for honing the cylinders and or should I bore it? Building the engine for high horsepower DD. Engine looks scary I know but I really need some help.

I would just drop it all off at the machine shop and make sure it's even worth the effort.
 
I'd drop off at a shop. They'll hone first, and tell you if they think it needs bored. It's worth the time. If they're cool about it, they might clean out the head bolt threads for you as well.
 
Holy rust batman. That needs intensive care. As everyone else said, take it to a machine shop.
