2016 6.7 replaced turbo & actuator still problems

hello,
I have 2016 340,000 was having issues with exhaust brake working & building boost. I assumed was turbo , replaced same issue.. anyone can explain how turbo actuator is controlled? Pcm or seperate module etc. Appreciate info.
 
We would need way more info to help you out. There's only 1 module that controls it (PCM), but I doubt that's the issue.

Stock truck or deleted?
Any codes?
What exactly is the truck doing?

You know what happens when you assume........
 
ECM and actuator controller communicate via private CAN unless something has recently changed.
I would want diagnostic codes before I speculated on anything.

Was the new actuator calibrated to the new turbo ? Was the turbo an aftermarket job?
