9130: TPH won't work

We just bought this. And everything else is fine. But the three point hitch won't work. We have a repair manual, And we have gone through and adjusted all the P.o.t sensors. The control box has a green light and tells me that that is working. We have opened the lines on the lifting cylinders and put a chain binder on it to get it down. It will raise up ,but won't go down.
Any help would be great. We need to get this thing workin. It's are planting tractor.
 
How did you fix it? We've had sporatic issues with ours for years. Other than the hitch we used a 9130 to pull our 24 row for the last 10 years and it worked excellently.
 
We had to buy a $850 electric motor, that controls the t.p.h. I forget the technical name of it. That thing will fit in the palm of your hand. I now know more than i wanted to ever know about a t.p.h on a 9130.
