Can a bad FSS keep the engine running?

I was helping a buddy last night with his truck that won't shut off when he turns the key off. I removed the fuel shutoff solenoid and the truck starts and shuts down fine manually. The plunger also moves freely. With everything back in its proper place and my hand on the pump shutoff lever, I had him start the truck and turn it off. When the key hits the start position, the solenoid pulls up and the truck starts as is expected for a 98 with 210k. When the key is turned off, the solenoid drops quickly and the truck continues to run. I manually lifted the solenoid up and allowed it to drop with the key still in the off position. The truck shut off normally. Does the FSS need replaced or should we look elsewhere for the problem?

Sounds like you need to replace it to me
