Changed a few thing and having a hard time building boost.

So here is a few things i have changed since i noticed the slow spooling. I rebuilt my turbo and threw a 66 comp wheel and cover which used to be the 64 super b special. I also put an aftermarket ex. manifold that i mildy ported. Ever since these changes i have a hard time building boost to do a launch. It feels like im trying to spool an s400 framed charger. Would the 66 wheel and new manifold cause it to have a hard time building boost? I am open to any input of what you may think it could be.
 
Are the manifold and turbine housing divided? Did you use a divided style gasket?
 
A ported manifold will slow down the exhaust velocity. Did you machine the center section of the turbo enough to accept the larger exducer diameter?
 
The wheel was machined to fit the original center section which was a 64. I bought the wheel and cover from dzlfreak.
