Dana 80 Brakes Not Working

i just put new shoes and drums on my dually. i still dont have any brakes i have adjusted and adjusted on them and it still feels like the back brakes are not working. and info would be great.
 
Does it have the valve mounted up on the frame? Mine did not work for a while untill I realized the rod going from the axle to the valve arm was missing.
 
i had the same problem with mine. mine just wounldn't adjust by themselves. after going going through front brakes and rotor's getting warpped because the back's just wouldn't work right, i put disc brakes on the rear. if you do have the little adjuster arm going to the valve on the frame try pushing it up like the truck has a load on it. if it doesn't help it might be the valve there, good luck
 
to save some coin i know theres wheel cylinders you could try but i dont remember the part number
