Duramax vs cummins CP3 and HP4

Boost is energy held back
I've searched high and low for this information, but it seems to have alluded me.

On the Duramax with a cp3 it's my understanding if you unplug the pressure control valve on the cp3 the valve will close and still build pressure. The engine can still start.

My question is, are the cummins that have the cp3 the same way?

Last but not least, do the newer L5P Duramax engines with the HP4 do the same thing?
