Fan clutch testing

I’m suspecting a bad fan clutch on my 2014. The AC compressor seems to cycle on and off a lot and I don’t ever hear the fan engage and get louder.

The fan will spin with engine off but has a good bit of resistance. With the engine on I can stop the fan with my hand. I turned the AC on max and lowest temp and waited a minute for the fan to increase speed and it never did and I could still stop the fan by hand.

Does it sound like I need a new clutch?
 
Was any work recently completed? Like water pump recall resolution?

I would check the pins of both sides.

Using the AC should engage the fan. You can also use a good scanner to engage the fan.

I didn’t do any recent work on the water pump and when I checked the vin it doesn’t show that recall open so I think it must have been completed before I got the truck.

I didn’t try to engage the fan with a scanner but I did monitor the fan RPM and clutch PWM % and the RPM did respond to the PMW increases. It didn’t spin crazy fast but it did respond. It’s been cold here, about 38 the other night and then 45 when I recorded the gauges, so I’m guessing that’s why it’s responding the way it is.
