Home Depot 1/2 inch draw tube.

Parts used. 1/2 pipe to 1/2 barb. 1/2 pipe 90. Washers. 0-rings. Threaded section 1/2 pipe. 1/2 pipe to 1/2 copper compression fitting. 1/2 copper tube. Remove tank. Cut hole in tank. Attach compression fitting to copper pipe. Cut to length so draw tube is 1/4 from bottom of tank. Slant or notch bottom of draw tube. Screw the rest together. Works great. Would have used sump but the bottom of my tank makes frequent contact with rocks, vegetation and the occasional honda.

Not sure on exact compound. I don't really think the o-rings were even necessary. The pipe itself threaded into the plastic and when it was all done it was sandwiched pretty tight. I've topped it off to the cap with no leaks... If I need to down the road, I can always use some plastic tank repair glue stuff to seal it up.
 
This is exactly how my tank was done up when I bought the truck
 
Looks good. Like how it's done on the cheap.

Only change I would have made us to use a bulk head fitting when going through the tank plastic. $.02
