keating 12v valve cover

If the bottom of the rocker is flat along with the seating surface I don't see how it could deflect .070" when its also held down by a 12mm stud and 8mm bolt ... .001 or .002 seems more like it but I could be wrong
 
@ what rpm are guys seeing this happen ? and m assuming most of them r htting the nos when this happens ?
