P0123 99 dodge

What is the point of putting this wire in place from the PCM to the TPS...

I have seen 2 trucks today with a wire Tapped in from the Light Blue/ Black APPS wire To PCM and this one has a wire from black/yellow Directly to the battery... Explain what this does?

Apparently That Fix Was Throwing a P0123, I Unhooked that Jumper and Reconnected at as factory and The code goes away... What gives... I'm totally lost.. I swapped ECM, PCM and Checked all wiring for Continuity and all is good.
