PPE Xcelerator Wont Communicate

I have a 2005 3500 and recently bought a PPE Xcelerator and when I plug it in to download/upload the tunes it had me turn on the truck but no tunes displayed to download/upload. The tuner gets stuck at the initial turn on the truck step and does nothing. PPE says that my ECM has been updated and the Xcelerator wont work. Does that sound right to anyone?
 
pull out the abs fuses and the fuel pump relay, then try again.

Not exactly sure what number the abs and fuel rely fuses are? Can anyone help?

No dice pulling the abs and fuel relay fuse. Anyone have any other suggestions?
