I see lots of pullers with hood stacks. I looked up how to make one, and some slot their hood where that it will open all the way, but some people's hood is just cut for the stack, but not slotted. how does the hood open if it isn't slotted?

I am looking to build my 1990 Cummins, for drag strip. It is bone stock, and I have about a $3000 limit. What would be my best route, I was hoping for at least 12's, but if that's not possible then I could settle for less.
