ATS Lockup Controller Operation

Does anyone know on a 48re, When the ATS lockup controller hits a value to command lockup, is it a direct ground or is it pulse with modulated? Just trying to eliminate some variables....

By grounding it it turns the solenoid on,lots of people have added lock up switches with a 33 ohm resistor.
