Does tire/gear ratio change numbers

Been having a discussion with guys today. Does tire size and gear ratio change your dyno numbersop:

I would assume 4.10s and 35s put out more torque than 3.55s and 33s.

yes if the weight is different. torque would change, however hp would not with weight (and resistance) being the same

Now if the change loaded up the motor differently, sure dyno numbers would, especially if its an inertia dyno
